Solid Waste License
A Solid Waste Management License in terms of Statutory Instrument 6 of 2007 as read with the Environmental Management (Effluent and Solid Waste Disposal) regulations is required for facilities that manage solid waste (e.g., collection, transportation, treatment, disposal). Such facilities include: recycling plants, composting facilities, landfills, scrap yards, waste collection companies, transfer stations. The Environmental Management (Effluent and Solid Waste Disposal) regulations is required for the approval of site or operation. Upon approval one has to re-register annually.

The Government of Zimbabwe, through the Ministry of Environment, Climate & Wildlife, and the Environmental Management Agency, is implementing a project titled “Circular and POPs-Free Plastics in Africa (GEF ID 11049)” in Zimbabwe.
The project is a 5-year regional project aiming to reduce the importation, production, and use of persistent organic pollutants (POPs) in plastic-containing products and the generation of unintentional POPs in selected African countries, including Zimbabwe.
The project has four components, namely:
- Development of strategies, policies, and economic instruments targeting POPs in plastics,
- Promotion of circular economy practices to reduce POPs in problematic plastics,
- Enablement of environmentally sound management of plastic waste containing POPs, and
- Facilitation of knowledge management, capacity building, and communication.
According to the Environmental Management (Effluent and Solid Waste Disposal) Regulations, SI 6 of 2007, chapter 12(1), every generator of waste (except at the household level) shall, not later than the 31st December of each year, prepare, implement, and adhere to a waste management plan.
